Mr. Chairman,
Ladies and Gentlemen,
I personally feel gratified to become part of this celebration of the International Mountains Day for 2 reasons.
The first reason is personal. I remember putting a lot of personal energy into the Agenda 21 negotiations to include mountains as a part of our biosphere that requires a special attention and a special programme. Those who, like me, argued for the mountains won. Today's gathering is the proof of our formal success.
I say formal because I am not sure that Agenda 21 has had the impact that we had then believed it would have, and action and not celebrations was our aim.
